—JUST WHEN YOU THOUGHT THINGS SEEMED TOO QUIET—
The new draft of zoning ordinances was just posted. I am attaching a copy. It is also on the Sandoval County web site.
I have only had a brief opportunity to scan the changes. They seem to be even less restrictive than the previous draft. For instance, there is now no minimum lot size for cluster housing. There are new things in the draft regarding slopes, “brows”, etc. And while before 15% was used in language about slopes, now it is 20%.
In the next couple of days I will try to compile a list of the major differences regarding Placitas and send them around. For now, here it is.

The attached document below lists what I think are the main changes to the Zoning Ordinance from the present draft to the one submitted last week. Some changes seem favorable to me, while others appear to be steps backward, especially as regards clustering.

CASHWELL Rezoning Application DENIED!
On Sept. 17, 2009, the Sandoval County Commission denied the application for rezoning the Cashwell property to Master Plan in order to include cluster housing. By a vote of 4 to 1, Commissioner Orlando Lucero and 3 other Commissioners expressed their disapproval of an application that they felt did not meet the standards for a Master Planned community. There was a large turn out by concerned Placitas residents, which demonstrated to the Commission the community's solidarity.
This does not settle the general matter of clustering, in Placitas or elsewhere in Sandoval County. The County Development Department is presently drafting language to include in the Zoning Ordinance to cover clustering, as well as restrictions on ridge top development.
We will post the proposed amended ordinances when the County makes them available.
Very important County Commission meeting Thursday, Sept. 17, at 6 PM at the County Courthouse in Bernalillo.
The main item on the agenda Thursday is the Cashwell zoning application. This is the 100 acre property between Ranchos and Overlook, starting at the fire station and going east up to Overlook Road. Their present application calls for cluster housing, in lots as small as 1/6 acre, which is the size of small lots in typical cities. Also, the application calls for cluster housing on the RIDGE TOP. Nothing could go more counter to the character of Placitas that we love and are trying to preserve.
This is an issue that a group of concerned Placitas residents have been working on for about a year and a half. It all comes to a head this Thursday.
If the County Commission were to approve this zoning application Thursday, then not only would there likely be cluster housing on that particular property, but this would set a precedent for clustering in other undeveloped areas of Placitas, such as the land directly to the east of Ranchos. In fact, the county has expressed a wish to put cluster housing in parcels as small as 10 acres, such that 10 houses could be squeezed into as little as 2 acres.
Our commissioners have let us know that a big attendance Thursday is crucial for them to recognize our community’s opposition. Please attend if you can – and bring a friend.

Las Placitas Communities District Review of Placitas Area Plan Draft January 2009
Overall, input from the community has been condensed into a fairly coherent draft plan and we appreciate the effort this has required. We have had the opportunity to voice our concerns and desires and, in most cases, feel we have been heard. We have no desire to nit-pick this document, but rather want to concentrate on those few items where there is either no clear direction or the community’s voice is not being reflected. Please take this criticism as constructive, for that is how it is intended. But don’t mistake our generally cooperative attitude for a willingness to be taken for granted or discounted. Moratorium now in effect for subdivisions in Placitas through March 27, 2009 Click here for the PDF document This moratorium is in effect on subdivisions within Placitas (the area identified as the "Plan Area Boundary") through March 27, 2009. This includes applications for new subdivisions and for zoning changes to existing subdivisions. The moratorium however does not (as we understand it) cover building permits within existing subdivision, nor summary platting. It also does not cover subdivision applications received prior to adoption of the resolution.

BERNALILLO TOWN COUNCIL DECLINES TO ANNEX PROPERTY UNDER PIEDRA LISA DAM
At the Bernalillo Town Council meeting of 25 August, 2008, the Council declined to approve a resolution to annex the site under the Piedra Lisa Dam, where developers had proposed building a shopping center. This leaves that site within the Placitas Area, under the control of the county.

This site will provide timely and breaking information to the entire Placitas community regarding the Sandoval County Development Department’s Placitas Area District Plan. It will also contain discussions of issues regarding the plan, as well as reports and discussion of Placitas issues of related importance.
We commend Sandoval County for including the whole of Placitas in its present Placitas Area District Plan. The residents of Placitas look forward to open and full participation in the planning process, and to reciprocal openness from the County. While we view our role in this process as cooperative, we will always be critical of what we believe will be detrimental to Placitas and the County as a whole. Our goal will always be to preserve and improve the unique character and beauty of the diverse but unified communities of Placitas, and will insist that all new development be fully in accord with that spirit. We appreciate the County’s support in furthering that goal.
